AX/ARC-3 K-9 Arc Stream

The K-9 now fires continuously instead of once every ~5 seconds.
The damage output has been changed accordingly to be equal as vanilla.

Stats (1.0.0):
Damage Std: 250 -> 10 (it not longer insta-kills teammates, unless they ask for it)
Damage Dur: 45 -> 2
RPM: 12 -> 300
New DPS: = 50
New DurDPS: 9 -> 10

Armor Pen: = 7, unchanged
Stagger: 30 -> 0
Push Force: 25 -> 0
Status Effect: Stun Medium -> Removed

Drone HP: 100 -> 200
Drone Armor Pen: 1 -> 2

I had to remove Stagger, Push and Stun to prevent enemies being stunlocked.
